Hampshire & Solent Combined County Authority (HSCCA) is a newly established strategic authority bringing together partners from across the region to drive better outcomes for residents, communities and businesses.

As we build the organisation, we have a unique opportunity to design the systems, data and digital foundations that will support effective decision-making, service delivery and long-term organisational success.

We are seeking an experienced Interim Technical Programme Lead to provide technical leadership across several high-profile transition programmes, ensuring that digital, data and technology arrangements are designed, coordinated and delivered safely and effectively from day one.

The Opportunity

Reporting to the Corporate Director of Delivery and Digital, you will shape and lead the technical programme activity that underpins several complex transition programmes at their inception. Working across systems, data, information governance, reporting and service readiness, you will help bring clarity and momentum to a fast-moving environment where early decisions will have a lasting impact.

You will work closely with senior leaders, programme teams, suppliers, constituent authorities and specialist partners to ensure technology, data and digital considerations are fully integrated into organisational planning and delivery.

This role requires someone who can confidently operate at both strategic and operational levels, translating high-level programme objectives into practical plans and ensuring delivery remains focused, coordinated and outcome-driven.

What You’ll Be Doing

Key responsibilities include:

  • Leading technical programme activity across priority transition programmes.
  • Translating programme requirements into clear systems, digital and data workplans.
  • Applying systems thinking to support organisational design and decision making.
  • Leading discovery work to understand current technology, data and reporting environments.
  • Developing delivery roadmaps, implementation plans and readiness activities.
  • Coordinating suppliers, partners and internal stakeholders to manage dependencies and resolve issues.
  • Supporting robust data governance, security, privacy and business continuity arrangements.
  • Ensuring programme readiness through effective planning, testing, migration and implementation activities.
  • Providing clear recommendations, risk assessments and technical advice to senior decision-makers.
  • Leaving strong delivery foundations, including documentation, governance processes and transition plans.

About You

We are looking for a highly capable programme leader with experience delivering complex technology-enabled change.

You will have:

  • A proven track record leading digital, systems, data or technology transformation programmes.
  • Experience operating within complex organisational change, merger or start-up environments.
  • Strong programme planning and delivery skills, including discovery, implementation, readiness and transition activities.
  • A practical understanding of system architecture, CRM platforms, reporting solutions, data migration and integrations.
  • Knowledge of information governance, cyber security, data sharing and regulatory requirements.
  • Excellent stakeholder engagement and influencing skills.
  • The ability to communicate complex technical concepts clearly to both technical and non-technical audiences.
  • A collaborative approach and the confidence to work across multiple organisations and stakeholder groups.

Experience in local government, combined authorities or wider public sector organisations would be advantageous, but we welcome applications from candidates with transferable experience from other complex environments.
