If you are a senior digital leader who wants to build something that matters from the start, this is a rare opportunity to shape the technology foundations of a new public service organisation. As Director – Digital and Systems at HSCCA, you will define the digital strategy, systems architecture, data capability and core platforms that will enable the Authority to operate effectively for years to come.

No legacy to maintain. A future to build.

Reporting to the Corporate Director for Delivery and Digital, you’ll lead the development of our digital strategy, enterprise architecture, business systems and data capability, ensuring HSCCA has the technology, governance and infrastructure needed to deliver for our communities from day one.

What you’ll do

  • Set the strategic direction for digital, systems and data.
  • Design and deliver HSCCA’s enterprise architecture and core platforms.
  • Lead major systems implementation, integration and data migration programmes.
  • Oversee the digital aspects of organisational transitions as services transfer into the Authority.
  • Build high-performing teams, supplier partnerships and governance frameworks.
  • Champion innovation, user-centred design, accessibility and secure-by-design principles.
  • Provide trusted advice to senior leaders on digital and technology matters.

We’re looking for an experienced digital leader with a proven track record of delivering transformation in complex organisations.

You will have:

  • Experience building or reshaping digital and systems capability within a growing or transforming organisation.
  • Expertise across enterprise systems, including ERP, HR, finance, CRM, Microsoft 365, collaboration platforms, data and integration technologies.
  • Experience leading large-scale implementations, data migrations and service transitions.
  • Strong leadership, stakeholder engagement and influencing skills.
  • Knowledge of public sector standards relating to governance, cyber security, accessibility and compliance.

Why join us?

This is a career-defining opportunity to help build a modern public service organisation from the ground up.

We offer:

  • Flexible hybrid working (minimum two days in the office each week)
  • Competitive salary and benefits package
  • Local Government Pension Scheme membership
  • Investment in your professional development
  • The opportunity to work with an ambitious and collaborative leadership team

At HSCCA, we value integrity, inclusion, innovation and collaboration. We’re committed to building a diverse workforce and welcome applications from candidates of all backgrounds and experiences.

If you’re excited by the opportunity to create something that will have a lasting impact across our region, we’d love to hear from you.
