Working in partnership with the wider Integrated Care System 16 NHS Trusts, 349 GP Practices, 9 Local Authorities, 559 Pharmacies and the voluntary sector to support seamless, person-centred care and tackle health inequalities by improving the lives of the poorest fastest.

We are seeking a forward-thinking and innovative Chief People Officer (CPO) to join our dynamic team. This role is critical to our mission and offers a significant opportunity to positively impact the health and wellbeing of local residents and our workforce. With a partnership workforce of over 80,000 staff the CPO plays a critical role in delivering the Long Term workforce plan through engagement with the Higher Education sector to expand training places and ensure students have a positive experience. As a key (non-voting) member of our Board, you will lead and oversee all aspects of the ICB’s People and Culture strategy, sharing a corporate responsibility for the development and delivery of wider strategies and plans.

Key Responsibilities:

  • Lead the ICB’s People Directorate to ensure outstanding services to all colleagues.
  • Oversee workforce development, redesign, and transformation, including operational HR services.
  • Ensure the strategic direction and delivery of the ICB’s statutory people duties and objectives.
  • Drive the development and implementation of the ICB’s people strategy, aligning with the NHS People Plan.
  • Foster an inclusive, compassionate, and innovative culture across Cheshire and Merseyside.
  • Collaborate with ICS leaders to define and achieve the cultural ambition for the system.
  • Lead on the NHS People Plan and People Promise programmes, ensuring their fundamental ethos is upheld.
  • Work with partners to develop system-wide workforce strategies and plans.
  • Ensure the delivery of the priority actions set out in national guidance on the ICS people function.
  • Promote diversity, health equality, and social justice to improve population health outcomes.
  • Provide expert HR advice to maintain legal compliance and reduce employment law risks.

To be successful you will possess:

  • FCIPD qualification or equivalent, with proven senior leadership experience in HR.
  • Educated to Master’s level in HR, OD, psychology, or a related field.
  • Substantial experience leading workforce transformation and strategic development.
  • Strong personal ownership of projects with a positive track record of delivery.
  • Enhanced communication skills to influence and build trusted relationships with a wide range of stakeholders.
  • Proven ability to operate at Senior Leadership and Board levels.
  • Commitment to the values of the NHS Long Term Plan and the NHS People Plan.
  • Demonstrated experience in promoting equality, diversity, and inclusion within an organization.
