People and Culture Directorate

The People & Culture directorate (approx. 40 staff) is  organised across five distinct core functions, aligned to the delivery of our People Strategy –  Talent Acquisition & Onboarding, Employee Experience & Development, Operations, Systems & Service, Employee Relations & Policy and Health, Safety & Wellbeing.

The People & Culture is responsible, in partnership with stakeholders across the organisation,  for delivering the University of East London’s People strategy in furtherance of the UELs strategic progress outlined in our Vision 2028 strategy.

We are focused on the delivery of customer-centric and operationally excellent services to create an environment where people are attracted to work at UEL to be supported to develop and grow and deliver their best work in a high-performing and supportive environment.

Docklands Campus

Our waterfront campus in the historic Royal Docks provides a modern, well-equipped learning environment, with modern lecture theatres and seminar rooms, a 24/7 library and learning centre, and a multimedia production centre – complete with audio and visual labs and studios

Stratford Campus

Our historic Stratford campus is located in one of the best-connected areas of London: close to Stratford’s thriving town centre, as well as  the Queen Elizabeth Olympic Park which hosted the 2012 London Olympic Games. The Stratford campus is home to The School of Education and Communities, and Hospital and Primary Care Training Hub which houses Nursing, Physiotherapy, Podiatry and Occupational Therapy.

University Square Stratford (USS) Campus

University Square Stratford is one of London’s most modern and well-equipped campuses. It is home to our institute of Performing Arts and we teach business, law and criminology here too. Our Legal Advice Centre gives students the opportunity to give back to the community by offering free advice to those unable to pay for it.

Sustainability

These works aim to create fun and dynamic spaces for the UEL community to thrive today, tomorrow and for years to come. While we make these improvements, we clearly have UEL’s vision in mind to be the most sustainable university in London. In-line with this, the Connected Campus team works with local suppliers to create sustainable outcomes, carefully considering where resources come from and maximising equipment by efficiently keeping these in circulation for as long as possible. The programme also supports innovative solutions to recover and regenerate materials no longer need so they can be used for other purposes.

Vision 2028

Progress

In Year 3/4 of Vision 2028, we continued to be tested by the global pandemic and since then have taken decisive action to advance our education and research impact, while responding dynamically in constantly changing circumstances.

Our multi-layered Covid response system kept our community safe, our Dual Delivery framework engaged students to ever-higher levels, and our series of wellbeing initiatives provided intellectual, emotional and physical support during a historically difficult time. We also took the opportunity to explore new themes.

In Year 3 of Vision 2028 we moved forward with the following strategies:

  • Becoming a leader in the local and global climate change conversation and a net-zero carbon institution.
  • Supporting the health and wellbeing of students, staff and the local community with care, compassion and commitment.
  • Harnessing the power of sport to transform lives individually, locally and nationally.

This year we also celebrated the launch of our multi-million pound Connected Campus improvement programme, designed to increase the accessibility of our campuses to our community and to enhance the education and industry interface.

Now, as we continue to focus in Year 4 of Vision 2028, our careers-first vision has remained constant. We empower our learners, build Industry 5.0 career-readiness, and nurture an inclusive industry-facing environment that is central to the creation of a more diverse talent pipeline.

Induction

Induction is of crucial importance to UEL. It helps our new colleagues settle in and ‘feel at home’ – and means they are more likely to become effective and committed members of our team. All new staff joining us benefit from guidance, support and information, particularly in their first few weeks.

We ensure all line managers are aware of the importance of induction and are supported with a checklist of activities and events that should happen in the first six weeks of employment.  All new staff should be assigned an experienced colleague on their first day, who can help them with the settling in process.  In addition we run corporate induction sessions which are a great opportunity to learn more about our culture, vision and values and to network with other new colleagues from across UEL.

This transformational senior leadership role will ensure that all People & Culture systems, services and operations are effective and efficient. From reviewing all processes to building new digital capability, under their leadership, the Systems, Service & Operations team will make it simple for staff and manager to access employment information and gather insight throughout their tenure. JOB PURPOSE

This transformational senior leadership role will ensure that all People & Culture policies and ER advisory services are fit for purpose and delivered with care. From reviewing our existing policies to providing expert advice to managers, under their leadership, the Employee Relations & Policy team will make it simple for staff and managers to access the guidance and support they need throughout their tenure. From ensuring our policies are fit for purpose to providing managers guidelines, from advising managers with employment issues to supporting staff in challenging situations and from working with the unions to providing insight to the rest of the function to ensure root cause issues are addressed, this team will help to provide solutions to employment related issues and challenges.

Key duties and responsibilities

  • Leading and being accountable for three core pillars of the People & Culture Strategy:
    • Establishing operational excellence.
  •  Leading the review of all People Policies:
    • Establishing and developing Policy.
    • Review Group to steer this work.
    • ​Review of all Employee Relations Policies.
    • Creating a priority list of policies requiring urgent attention.
    • Writing and / or updating policies to ensure they’re fit for purposes.
    • Providing supporting documentation including managers guidance.
  • Deliver an effective advisory service for managers, including:
    • Introduce the service as a centre of excellence for advice and support.
    • Use insight to understand root cause issues and offer proactive training / support.
    • Build the capacity and capability of the advisory team.
    • Establish Target Delivery Timelines for disciplinary and grievance process​.
  • Utilising informal and early intervention process to resolve issues, including:
    • Offering conversation and mediation services as a route to resolution.
    • Reduce amount of formal cases year on year in proportion to staff headcount.​
  • Building effective relationships with the Trade Unions, including:
    • Agree new Trades Union Recognition Agreement.
    • Listen and understand the issues raised by Union Representatives.
    • Offer options and solutions to the challenges.
    • Share information early, gathering perspectives.
    • Invest in developing strong relationships.
  • Create effective and value for money relationships with external counsel, including:
    • Creating a small PSL for legal services.
    • Invest in developing strong relationships, where external counsel understand UEL and can provide pragmatic advice.
    • Maximise the partnership through provision of support and training in addition to legal advice.
  • Collaboration across HR / other services ​to achieve seamless services.

Knowledge, skills and experience

Essential

  • Experienced leader within a People / HR team, who has transformed teams from traditional into leading edge services.
  • Thoughtful leader who has translated best practice in employee relations into right fit centres of excellence and support for an organisation previously and can evidence the impact on outcomes.
  • Significant experience in leading reviews of policies, understanding priorities and creating easy to read, informative and usable policies that work.
  • Evidence of building capacity and capability to expert advice that is pragmatic and deliverable by managers.
  • Experience of leading, building and maintaining positive working relationships with Trade Unions.
  • Understands, includes, and influences stakeholders with complex and diverse needs, as well as providing first class customer service.
  • Evidence of using insight to offer services that reduce the number of formal ER cases and build positive working cultures.
  • Significant experience in leading a team of HR advisory experts, inspiring them to challenge the status quo, build impactful services and provide outstanding levels of support to customers.

THE HEALTH, SAFETY & WELLBEING (HSW) TEAM

The HSW team is there to support and guide our Schools and Services. Our aim is simple, to keep people safe. With 1300 staff and 44,000 students, there is always something different to consider. Sitting within the HR service, we cover all 3 campuses and support all 6 Schools and 19 Services. We provide advice and support to ensure that all activities are managed safely, and we manage the Occupational Health services to look after people’s health and wellbeing.

JOB PURPOSE

To work with all levels of University staff and contractors, you will be visible in both presence and support, enabling excellence in Health, Safety and Staff Wellbeing. You will help to drive a Zero Harm culture, assist the HSW Team to implement and maintain the HSW Management System and to identify areas of improvement.

Key duties and responsibilities

  • Lead the HSW Team and drive performance across UEL to achieve world class standards in H&S.
  • Manage the HSW data and ensure that the right information is provided to the right people at the right time, to allow sound data led decision making.
  • Develop and maintain close and effective relationships with relevant stakeholders.
  • Proactively identifying risks and assisting in devising appropriate controls.
  • Ensure that all duties are conducted by the HSW Team as required (e.g. inspections, audits, risk assessment reviews) and provide visibility of this to the University Executive Board.
  • Provide governance and assurance on all areas conducted by others that affect HSW (e.g. statutory inspections, Development of Risk Assessments).
  • Providing advice and guidance to staff at all levels of the organisation on HSW issues.
  • Developing and delivering an HSW training programme and producing training materials where required, obtaining external approval where relevant (e.g. from IOSH).
  • Attending the HSW Committee meetings (and sub-committee meetings) and providing reports and data for such meetings.
  • Ensure that all personnel have the necessary knowledge and H&S training to carry out the duties allocated to them.
  • Lead on and contribute to staff wellbeing projects and initiatives.
  • Any other duties and responsibilities commensurate with the grade of the role.

Knowledge, skills and experience

Essential

  • Proven experience and success in a similar role.
  • Experience of working in a multi-site organisation with a wide variety of risks.
  • Experience of developing and maintaining effective H&S Management Systems.

  • Fire safety knowledge.

Terms of appointment

  • Pension Contribution – We offer a 20 per cent pension! You contribute 4 per cent and we’ll contribute 16 per cent. If you prefer not to make any contributions, we’ll still pay in 10 per cent for you.
