The People & Culture directorate (approx. 40 staff) is organised across five distinct core functions, aligned to the delivery of our People Strategy – Talent Acquisition & Onboarding, Employee Experience & Development, Operations, Systems & Service, Employee Relations & Policy and Health, Safety & Wellbeing.

The People & Culture directorate is responsible, in partnership with stakeholders across the organisation, for delivering the University of East London’s People strategy in furtherance of the UELs strategic progress outlined in our Vision 2028 strategy.

Our Legal Advice Centre gives students the opportunity to give back to the community by offering free advice to those unable to pay for it.

Sustainability

These works aim to create fun and dynamic spaces for the UEL community to thrive today, tomorrow and for years to come. While we make these improvements, we clearly have UEL’s vision in mind to be the most sustainable university in London. In-line with this, the Connected Campus team works with local suppliers to create sustainable outcomes, carefully considering where resources come from and maximising equipment by efficiently keeping these in circulation for as long as possible. The programme also supports innovative solutions to recover and regenerate materials no longer need so they can be used for other purposes.

Our Connected Campus investment continued to enhance our physical and digital infrastructure and we marched forward in our quest to be net zero carbon by 2030. We worked to reduce health inequalities, improve the lives of children and keep people safe online. We expanded our global partnerships while strengthening our position as an anchor institution in east London.

We collaborated with partners to create the Royal Docks Centre for Sustainability, a regional hatchery for green innovation and enterprise launched in December 2023.

We also took over as the cultural operator for the flagship Stratford Youth Zone, part of a new partnership with Newham Council. The venue, located in the former Stratford Circus building, will deliver a programme of creative and performing arts based activities for young people as well as the larger community.

There is still much to be done, but we take pride in what we have accomplished and as part of Vision 2028, we continue to support a community of students, staff and stakeholders seeking to build a fairer and more sustainable world. We are currently reviewing our Vision 2028 and will shortly launch an update to share with our community.

Induction

Induction is of crucial importance to UEL. It helps our new colleagues settle in and ‘feel at home’ – and means they are more likely to become effective and committed members of our team. All new staff joining us benefit from guidance, support and information, particularly in their first few weeks.

We ensure all line managers are aware of the importance of induction and are supported with a checklist of activities and events that should happen in the first six weeks of employment. All new staff should be assigned an experienced colleague on their first day, who can help them with the settling in process. In addition we run corporate induction sessions which are a great opportunity to learn more about our culture, vision and values and to network with other new colleagues from across UEL.

  • How many alumni does UEL have?
    • The University has over 100,000 alumni in over 170 different countries across the globe. The number grows by approximately 4,000 each year. Of these, 78,112 are contactable by email, our main method of contact with our alumni.   • How many degree apprenticeships does UEL offer?
    • We offer 13 degree apprenticeships at level 6 (bachelor’s degree) and level 7 (master’s degree). We have a total of 481 apprentices continuing their education (not including Babcock police constable degree apprentices). There is an additional 263 starts this academic year and 100 new Associate Nursing Apprentices will be starting in November 2021. In addition, 110 Babcock police constable degree apprentices started in September this year.

Brief Overview of People & Culture:

The People and Culture directorate, which includes People services, and the Health, Safety, and Wellbeing team, has been on a journey of growth and evolution. Through a comprehensive restructuring process, we have carefully shaped our functions and teams to meet the ever-changing needs of the University of East London, ensuring alignment with Vision 2028 and our People Strategy.

Now operating with a refreshed structure, our People and Culture directorate is primed to deliver an ambitious range of transformational initiatives. These projects are designed to enrich the working experience for all colleagues and support the University in achieving its strategic objectives.

The four strategic pillars for our function are: delivering the right people, in the right place, at the right time; developing skills for the 4.0 economy; building a supportive, high-performance culture; and developing the most welcoming, engaging, and healthy university in the UK. These are big ambitions, and we have made great progress on the journey to deliver these ambitious goals for UEL.

 

JOB PURPOSE

This transformational senior leadership role will be responsible for delivering and improving key People & Culture operational services and ensuring that these promote employee engagement and support the strategic priorities of the University. Working closely with the Director of People & Culture and the senior leadership team you will contribute to the continued development of the People & Culture function to support the delivery of UEL’s strategic vision and the People Strategy that will ensure UEL continues to thrive during a period of great change for the HE sector. You will be responsible for ensuring that all People services are reviewed, improved, developed, and implemented pragmatically to ensure that the University operates in the most effective and efficient manner whilst ensuring an exemplary staff experience.

As Deputy Director of People Services and Transformation, you will be an effective leader who motivates and inspires others. You will play a key role in elevating practice standards and driving continuous improvement to align service priorities with the university’s strategic goals. With a collaborative and innovative approach, you will bring a strategic mindset and a proactive attitude, fostering collective ownership of the directorate’s priorities and cultivating a high-performing team culture.

You will be an experienced senior HR professional, acknowledged for successfully leading projects, facilitating change positively that will enable the university to remain a force for good and fit for the future. In addition, you should have experience of successfully designing and implementing Key Performance Indicators (KPIs) for a busy HR service in a complex organisation. You will have responsibility for ensuring delivery of People Directorate priorities, working in partnership with senior colleagues and the wider directorate to develop and embed a positive and collaborative approach. You will clearly articulate the strategic vision for the university, ensuring that the directorate priorities, plan, and culture enables the delivery of the people elements of the strategy, to ensure that our students and staff have the best possible experience.

KEY DUTIES AND RESPONSIBILITIES

  • Leading and being accountable for the core pillars of the People & Culture Strategy relating to the delivery of People Services. Reporting to the Director of People & Culture to support the development, delivery, and review of the People Strategy. This will include effective planning and performance monitoring, including reporting regularly against agreed KPIs, and developing short-, medium- and long-term plans in response to internal and external factors as required.
  • Transforming the People Services to the business, with a focus on developing effectiveness and efficiency to support the future needs of UEL.
  • To utilise data and insights to inform and shape strategies, ensuring evidence-based decision-making and continuous improvement.
  • Drive collaboration across HR operational teams to prevent silo approaches and achieve the delivery of seamless services.
  • Lead the full spectrum of strategic human resources management on behalf of the People and Culture Director, establishing credibility as a strategic and operational leader in the field.
  • Lead the development and embedding of workplace policies that enable employees to realise their full potential at work.
  • Continuous improvement of HR processes and systems to ensure legal compliance, effectiveness, and efficiency.
  • Ensuring the provision of management information and analytics and maximising the opportunities provided by digital technologies.
  • To proactively lead the relationship with the academic and professional services functions through consultation and advice centred on strong knowledge and experience of Resourcing, Development, Employee Relations, Data & Analytics, Wellbeing and Payroll.
  • To be the main liaison point and responsible for leading the People & Culture collaboration with the Office for Institutional Equity (OIE) for all EDI work and projects with a particular focus on REC.
  • Responsible for overseeing the People & Culture budget.
  • To champion performance management, and employee engagement with a focus on our Diversity and Inclusion strategy across UEL.
  • To ensure the ongoing implementation, review and development of core HR processes and minimum standards.
  • Drive the implementation of HR goals through detailed project plans with associated interdependencies and relevant HR KPIs and PIs.
  • Consistent alignment of People Services priorities with the university’s strategic objectives

  • Responsible for ensuring that all People and Culture reports, papers, and policies for boards and committees are produced in a timely manner and to an appropriate standard.
  • To network with the broader HR community within HE to identify expertise and best practises and apply it to UEL HR issues.
  • To assist in the management of change by exploiting opportunities to create and deliver value adding initiatives in line with organisational strategy.
  • Deputise for the Director of People & Culture as required. This will include participating in and leading key strategic projects and priorities across UEL working with both Professional Services and Academics. Establish and maintain effective governance and reporting arrangements, monitor progress, and manage resources and stakeholders alongside risks and issues.
  • Represent UEL and/or the Director of People & Culture at professional meetings with other HEIs or Higher Education Bodies (UCEA, UHR etc). To liaise with other external organisations such as the ECC, Advance HE as required and engage in external networking to raise the profile of UEL and ensure it is involved in appropriate professional and sectoral developments.

PERSON SPECIFICATION

Education and Qualifications 

  • CIPD accreditation at Chartered level or equivalent experience.

Experience/Knowledge

  • Experienced leader within a People/HR team, who has transformed teams from traditional HR services into leading edge services.
  • Experience in delivering significant service changes, including in/outsourcing and or commercialisation of services.
  • Extensive experience in delivering efficiency and effectiveness improvements through process review, automation, and successful implementation of new systems.
  • Experience in supporting and advising senior managers and staff on HR policy and process.
  • Experience of leading a customer-service approach to People Services, driven by KPIs, service standards and SLAs to demonstrable benefit to the University and the staff experience.
  • In depth experience of developing and managing HR strategies and policies and significant experience across a variety of HR areas including employee relations, HR systems, reward, talent acquisition and generalist HR working at a senior level.
  • Significant experience in HR policy development, displaying analytical thinking, innovation, and problem-solving.
  • Experience of dealing with Board or Executive level colleagues within complex and/or large organisation.
  • Extensive experience in leading a team of experts and business partners, inspiring them to challenge the status quo, build inspirational and impactful services and provide outstanding levels of support to customers.
  • Knowledge and understanding of the current challenges facing the HE Sector.
