Thank you for your interest in the role of Independent Governor on the Governing Body of St Helens College.

St Helens College is a very special place in a special part of the country. St Helens College is joined with Knowsley Community College following a merger in 2017, making us one of the largest colleges in the Northwest with a broad and inclusive curriculum and four outstanding campuses based in the heart of St Helens and Knowsley.

Every year, thousands of students join us to achieve their career ambitions, enhance their quality of life and to simply learn something new or spark a new hobby. We are equally proud of our high standards of community and industry engagement, which supports economic growth and social impact.

We are now at an inflexion point in our journey and we are currently reviewing our strategy to set the direction for the next 5-10 years. The Governing Body are responsible for setting the College’s strategic direction with the executive and ensuring that our next strategy supports the development of the College and builds on the success of the previous years.

Despite the financial challenges facing the further education sector and system upheaval, we are optimistic about the future and the improvements and impact we are having, and can increasingly have, across our communities.

We are seeking two exceptional individuals to join us as Independent Governors to strengthen and diversify our board and support the Principal and CEO, Simon Pierce and his team by bringing their insights and experience to bear in helping us to achieve our strategic goals. This is a time of increasing challenge for the further education sector, and though we are open-minded about skills and experience, we are particularly looking for those who bring exceptional experience in legal or financial leadership.

Our campuses

  • Town Centre Campus: Located in the heart of St Helens Town Centre, this campus is home to our University Centre, commercial outlets such as Colours Restaurant, The Lounge, The Flower Studio and The Print Room, and technical courses, T Levels, apprenticeships, adult short courses, degrees, professional training qualifications and apprenticeships.
  • The STEM Centre,Technology Campus: Home to our construction, engineering, motor vehicle and animal management courses, this campus has indoor and outdoor animal units, a dog grooming training salon and specialist, purpose-built workshops including £1m Centre for Precision Engineering.
  • Green Energy Skills Centre: The Green Energy Skills Centre is a specialist plumbing and heating training centre, which focuses on developing students’ skills and knowledge of green home energy technologies including solar energy and air and ground source heat pumps.
  • University Centre St Helens: Located at our St Helens Town Centre Campus, University Centre St Helens offers a dedicated study environment for degree students including exclusive access to a study hub, a place to relax, meet friends, or recharge before lectures, which is located on the top floor of the main campus building.
  • Knowsley Main Campus: Located on Stockbridge Lane in Huyton, this modern campus has fantastic facilities including tennis courts, a 3G all-weather sports pitch, athletics track and a commercial salon! JOB DESCRIPTION

The Governing Board

The powers of the Board of Governors (The Corporation) are specified in the Further and Higher Education Act 1992, Sections 18 and 19. In summary, the Corporation is empowered to:

  • Provide further and higher education.
  • Supply goods or services in connection with the provision of education.
  • Conduct an educational institution.
  • Provide the necessary facilities to support its principal powers.
  • Acquire and dispose of land and property, enter into employment and other contracts, borrow and invest money.

General duties of a Governor

The duties of the Corporation are specified in the Instrument and Articles of Government. Collectively, individual Governors contribute their professional, specialist and general management skills to the Corporation (and through its committees and working parties) in a non-executive role. Governors are required to be as flexible as possible in the conduct of their responsibilities and duties, ensuring that the balance of oversight of the College and its business is seen as a positive contribution that does not interfere with the day to day management of the College.

The primary duties of a Governor are to:

  • Determine and develop the educational character and mission of the College and the oversight of its activities.
  • To publish arrangements for obtaining the views of staff and students on the determination and development of the educational character and mission of the College and the oversight of its activities.
  • Approve the quality strategy of the College.
  • Make effective and efficient use of resources, the solvency of the College and the Corporation and safeguarding of the College’s assets.
  • Approve annual estimates of income and expenditure.
  • Include the appointment, grading, suspension, dismissal and determination of the pay and conditions of service of the holders of senior posts and the Governance Director, including, where the Governance Director is, or is to be appointed as, a member of staff, the Governance Director’s appointment, grading, suspension, dismissal, and determination of pay in the capacity of a member of staff.
  • Set a framework for the pay and conditions of service of all other staff.
  • Comply with the Instrument and Articles of Government, the Financial Memorandum and the Joint Audit Code of Practice, the Corporation’s Standing orders and Code of conduct and any other related Governance Policies and Procedures.
  • Serve on appropriate Corporation Committees, namely, Audit, Search and Governance, Finance, Resources and Commercial, Performance and Remuneration, Quality and Outcomes, Higher Education or any other Committee or Working Party as required by the Corporation.
  • Contribute to the business of the Corporation in an effective, efficient, open and transparent manner and to support the decisions of the Corporation and Committees on the basis of collective responsibility.
  • Assist in the formulation and monitoring of the College’s strategic plan, financial forecasts and budgets and capital programmes, all of which will provide the essential framework for the internal management of the College.
  • Set measurable annual targets to support the delivery of the college’s strategic plan and strategic mission and to scrutinise and monitor progress against targets.
  • Attend appropriate Governor development and induction events as required.
  • Act in the best interests of the College at all times.

Time commitment

The time commitment is based on approximately six board meetings per year plus preparation time and committee meetings.  Additional time commitment over the year may include one to ones, governor training and development sessions and other College events.
