This is a senior role and we are looking for an experienced Head of People who can lead our people strategy and manage our HR team with a broad remit across the organisation.

Job Purpose

Our staff are fundamental to who we are and what we do as a values lead organization.  We have close to 2,000 front-line staff who day in and day out go the extra mile to support people to live life to the full.   The funding available from local authorities means we can only pay support workers at or slightly above NLW and not the levels of pay their skilled and dedicated work deserves.   The challenge for this role is to develop and implement a strategy to attract, retain, engage, develop and reward a diverse and inclusive workforce and ensure that our approach to people management looks after wellbeing the way their commitment deserves.   A key part of the role is also to ensure we have skilled and experienced operational managers with well-developed people skills to support and engage our front-line workers.

The role includes leadership of the HR and Learning & Development teams in the provision of a proactive and customer focused service which meets organisational needs. The Senior HRBP, the Head of Learning and Development, and the HR Operations Manager report directly to the Head of HR.

Key Responsibilities

  1. Work closely with the Director of People and Finance in the development and implementation of the workforce strategy to meet operational and organisational needs.
  2. Act as a strategic business partner to senior leaders and support the HRBPs in providing support to operational to ensure improvements in the effectiveness of people management and development.
  3. Lead on the Affinity Trust’s strategies and plans for employee engagement throughout the employee life cycle improving staff retention and helping Affinity Trust to become an employer of choice.
  4. Lead and develop the HR team in the provision of an effective, customer focused HR service, including management and monitoring of employee relations cases, sickness absence and change initiatives including TUPE transfers to ensure processes are being followed to deliver positive outcomes.
  5. Working closely with operational leaders and the Head of Learning and Development, ensure the provision of a comprehensive workforce learning and development plan in line with organisational objectives.
  6. Working closely with the Head of Communications and Marketing ensure the provision of an effective internal communications strategy to promote the Affinity Trust and improve retention.
  7. During the implementation phase, provide leadership and guidance to the HR Project Manager and HR/Payroll System Implementation team on the implementation and effective operation of a new HR/Payroll System, ensuring efficient processes, self-service and quality data reporting, providing insights and supporting organisational requirements.
  8. Lead on the ongoing development and implementation of the wellbeing strategy and action plan, promoting employee wellbeing and achieving positive outcomes.
  9. Develop and implement our approach to pay and reward, carrying out benchmarking as appropriate, to ensure the organisation is competitive and equitable and able to attract and retain a workforce with the right skills and values
  10. Lead on equality, diversity and inclusion for Affinity Trust, working with key stakeholders to develop and implement the Equality, Diversity & Inclusion strategy and action plan to embed a diverse and inclusive culture.
  11. Work closely with senior leaders and the Head of Recruitment in the development and implementation of a talent management, career development and succession strategy.
  12. Develop and update policies and processes to reflect and remain compliant with current legislation, best practice and operational
  13. Drive continuous improvement in the processes and ways of working across all people related activities.

Person Specification

EXPERIENCE Experience of leading and developing a proactive, customer focused HR team

Considerable experience in managing and advising on complex employee relations issues, including TUPE, providing timely and professional advice in line with current employment legislation.

Experience of working on strategic HR projects such as remuneration, well-being, talent management, learning and development, performance management, succession planning and equality and diversity.

Experienced in working in a dynamic, multi-site environment.

Experienced in coaching and guiding managers and developing and delivering workshop material on HR matters.

Experience of implementing/working with a self-service HR/Payroll system

A variety of experience would be desirable including both commercial and not for profit and ideally social care.

Experience of building dash-boards to draw out key issues and drive action.




EDUCATION AND QUALIFICATONS Degree or equivalent.  CIPD member Further HR qualification
KNOWLEDGE Comprehensive knowledge of employment law and best practice employee relations management, including ACAS Codes of Practice


Comprehensive knowledge of the HR portfolio, including L&D and communications

Knowledge of the social care sector.

Experience of using data-driven analysis to drive decision making.





OTHER SPECIFIC REQUIREMENTS Available to work flexible hours with some requirement to travel throughout the UK.

Good knowledge of business software i.e. Microsoft Office (Excel, Word, PowerPoint, Outlook) and the ability to use in-house systems.
