Chair of Integrated Care System – Coventry and Warwickshire Health and Care Partnership

Time Requirements: 2.5 – 3 days per week

Remuneration: £55k – £80k depending on population size and complexity

Integrated care systems (ICSs) are partnerships of health and care organisations, local government and the voluntary sector. They exist to improve population health, tackle health inequalities, enhance productivity and help the NHS support broader social and economic development. They will take on statutory form following the implementation of proposed legislation from April 2022 and will comprise an Integrated Care Board (ICB) which will take on CCGs’ functions and broader strategic responsibility for setting healthcare strategies for the system. The ICB will work with an Integrated Care Partnership (ICP) committee formed jointly with Local Authority Partners. Together the ICP and ICB will become the ICS. We are looking for candidates who will develop these systems and, subject to legislation, support the proposed establishment of each system’s new statutory arrangements.

Originally created as part of the NHS’s Long-Term Plan, there are 42 ICSs covering the whole of England, each serving between 500,000 and three million people. Each will hold substantial budget for commissioning high quality patient care and driving health and care improvements for their communities. The chair will lead a unitary board which will bring together leaders from across all parts of the NHS, local government, social care and the voluntary, community and social enterprise sector. Appointments will be approved by the Secretary of State for Health and Social Care.

These are significant, high-profile roles at the cutting edge of public sector reform. To succeed you will need:

  1. Strong strategic leadership skills, with an ability to lead a significant new Board, demonstrated by a career record of achievement at the highest levels, including stewardship of significant funds and resources.
  2. You will share our belief that ICSs should reflect all the communities they serve and champion diversity, inclusion, and equality of opportunity for all.
  3. You will be politically astute and an excellent communicator. This will be demonstrated though a track record of building strong partnerships across complex boundaries that have driven practical, community-led change.
  4. To bring current thinking which will drive improvements in care, long-term, preventative strategies for population health and for tackling health inequality, with a strong focus on integrated approaches.
  5. To be able to establish trust quickly, at every level. You will be able to demonstrate how you have built healthy cultures, with high performing boards, and CEOs. You will have great personal integrity and expect this in others. You will operate by the Nolan Principles of Public Lifeand meet the Fit and Proper Persons requirements.
