We are seeking a visionary and values-driven leader to take up the role of Director of Finance.  As a key member of our college leadership team you will play a leading role in delivering our 2030 Vision and our core purpose, which is to change lives, empower individuals and connect communities.

The Director of Finance will lead the development of a high performing finance team, delivering high-quality, compliant and forward-looking financial management across the College.   Reporting to the CFO, you will provide strategic and operational leadership across all core finance functions, including financial accounting, management accounting, transactional services, payroll and pensions, and financial governance.

Our locations

Colindale Campus

Our Colindale Campus forms an integral part of a £550 million urban master plan to regenerate the wider Grahame Park area. The campus offers contemporary educational facilities within a flexible purpose-built building. The facility brings education and training closer to the community and offers a state-of-art learning environment. This includes the Construction Technology Centre for the College’s brickwork, carpentry & joinery, gas engineering and plumbing courses. The facility supports skills development and progression through to higher level qualifications.

Our new Green Skills Centre offers access to cutting-edge facilities in line with industry advancements, including heat pump installation and maintenance training. The campus also includes a training hair salon and beauty salons open to the public to showcase the College’s hairdressing , barbering and beauty therapy courses.

Additional community services at Colindale include the London Borough of Barnet Public Library and a community services area for the Barnet Centre for Independent Living (B-CIL). B-CIL is a hub centre to provide support and advice for people with disabilities in areas such as advocacy matters, life skills, computer skills and employment. It is a centre run largely by people with disabilities for people with disabilities.

Southgate Campus

Southgate Campus runs a full range of vocational and skills courses including Sports. The Centre for SEND Learners offers a range of Supported Learning courses combining work-related skills to cater for a wide range of needs, including students with profound and complex learning difficulties and life-limiting conditions. The campus has undergone an £8m refurbishment project partly funded by the London Economic Action Partnership (LEAP). This has enabled the College to expand its capacity for learning space and digital access for students. There are new areas for electrical studies and new facilities for Science, Technology, Engineering and Maths (STEM), specifically within a newly refurbished wing and the creation of advanced engineering workshops. Sports facilities have also been refurbished with a new gym, available for use by both students and staff.

Barnet Campus

The Barnet Campus has become a first choice option for those looking for a change to staying onat school to study their A Levels and many other subjects and qualifications. The state-of-the-art campus opened 14 years ago and successful A Level students have achieved consistently high grades over the years to secure places at a host of universities. Students say their results are down to supportive teaching, independent learning and excellent facilities.

The Barnet Campus is also the home of our Creative Arts, Media, Architecture, Fashion, Childcare and Education, Health and Social Care, Business & Travel, Computing & IT courses.

Our Community

The two main boroughs that the College serves, Barnet and Enfield, are large and collectively contain over 670,000 people. The local economies are mixed with a focus on small to medium enterprises and micro businesses and a wide range of industrial/business centres. JOB TITLE: Director of Finance

RESPONSIBLE TO: Chief Financial Officer

JOB SUMMARY

The Finance Director is a senior strategic leader within the Finance Directorate, accountable for the effective delivery of high quality, compliant and forward looking financial management across the College.

The postholder will report to the Chief Finance Officer (CFO) and will provide strategic and operational leadership across all core finance functions, including financial accounting, management accounting, transactional services, payroll and pensions, and financial governance. The role is responsible for ensuring the College maintains robust financial controls, adheres to statutory and regulatory requirements, and delivers accurate, timely and insightful financial information to support organisational decision making and long term financial sustainability.

A key element of the role is the oversight and assurance of all external financial reporting, statutory submissions and government returns, ensuring accuracy, compliance and transparency for regulators, funding bodies and other external stakeholders.

The Finance Director will work collaboratively with senior leaders, auditors and budget holders to promote strong financial stewardship, effective resource management and clear accountability across the organisation. The postholder will contribute to the development of long term financial strategies, support the management of financial risk, and ensure the College remains financially resilient while enabling the achievement of its strategic objectives.

KEY RESPONSIBILITIES

Leadership & Directorate Management

  • Provide strategic leadership for the Finance Directorate, ensuring alignment with the College’s financial strategy, regulatory requirements and long term objectives.
  • Act as a credible senior leader, modelling the College’s values and high standards of financial stewardship.
  • Lead, motivate and develop the Finance teams (financial accounting, management accounting, transactional services, payroll and pensions), ensuring a high performing, engaged and customer focused workforce.
  • Ensure effective resource planning, workload management, staff development and performance oversight across the Finance function.
  • Foster a collaborative culture focused on accuracy, accountability, continuous improvement and strong internal customer service.
  • Build strong working relationships across the College to support informed financial decision making.

Financial Reporting, Control & Governance

  • Oversee timely, accurate and insightful monthly management accounts, forecasts and financial dashboards.
  • Maintain robust financial controls, reconciliations and internal governance arrangements.
  • Lead year end processes and preparation of statutory financial statements in line with FE/HE SORP and accounting standards.
  • Coordinate external audit activity and ensure high quality audit outcomes.
  • Provide clear financial reporting to the Executive, Audit Committee, Finance Committee and Corporation Board.
  • Ensure compliance with DfE requirements, charity law, Companies Act obligations and all relevant financial regulations.
  • Oversee internal audit activity and ensure recommendations strengthen internal controls.

Budgeting, Forecasting & Business Partnering

  • Lead the annual budget process and in year reforecasting, ensuring robust, evidence based financial plans.
  • Provide expert financial advice and challenge to senior leaders to support effective resource allocation.
  • Strengthen financial literacy and accountability across the organisation through effective partnership with budget holders.
  • Ensure accurate financial monitoring and reporting across all areas of the College.

Financial Strategy, Modelling & Long Term Planning

  • Support the CFO in developing medium and long term financial strategies that ensure sustainability and resilience in line with DfE expectations and sector benchmarks.
  • Lead financial modelling, scenario planning and sensitivity analysis to inform strategic decisions.
  • Contribute to business cases, investment appraisals and planning for major initiatives and capital developments.

Treasury, Cashflow & Asset Management

  • Oversee cashflow management, treasury performance and long term liquidity planning.
  • Evaluate borrowing, investment and cash management options in line with the Treasury Management Policy.
  • Ensure accurate accounting for capital projects, fixed assets and associated funding.
  • Monitor capital expenditure and report to senior leaders and project boards.

External Reporting, Funding Returns & Regulatory Compliance

  • Lead preparation and submission of statutory, regulatory and funding related financial returns.
  • Ensure compliance with DfE requirements, HMRC, pension schemes and other regulatory bodies.
  • Oversee accurate completion of key sector returns, including CFFR, annual accounts and other DfE submissions.
  • Maintain effective relationships with external auditors, funding bodies, banks and pension administrators.

Audit, Risk & Assurance

  • Lead the external audit process and ensure timely filing of statutory accounts.
  • Maintain a strong internal control environment and ensure compliance with financial regulations and governance frameworks.
  • Identify emerging financial risks and opportunities and provide assurance to the CFO, Executive and Audit Committee.
  • Contribute to the College’s wider risk management processes and internal audit.

Payroll & Pensions

  • Provide strategic leadership and accountability for payroll and pensions, ensuring systems, processes and controls deliver accurate, compliant and timely outcomes.
  • Ensure timely and accurate payroll processing, strong controls and system integrity.
  • Ensure compliance with payroll legislation, HMRC rules and pension scheme requirements (TPS, LGPS).
  • Oversee statutory pension returns and manage pension related risks.
  • Drive continuous improvement in payroll and pension processes.

Procurement, Contract Management & Value for Money

  • Provide financial governance and strategic input into the externally delivered procurement function, ensuring compliance with legislation, financial regulations and robust, well informed decision making.
  • Oversee contract management and supplier performance, ensuring effective delivery and value for money.
  • Support cost efficiency, improved supplier performance and enhanced commercial outcomes across the College.

Policies, Procedures, GDPR & Financial Governance

  • Maintain and update financial policies, procedures and financial regulations.
  • Lead development of finance process documentation and the finance handbook.
  • Ensure effective financial risk management across the College.
  • Support GDPR compliance, ensuring appropriate controls for financial data handling and security.
  • Lead continuous improvement of finance systems, processes and digital tools to enhance efficiency and data quality

PERSON SPECIFICATION

Qualifications

  • Degree or equivalent experience in Finance.
    • Accounting Qualification. (Desirable)
  • Evidence of continued professional development.

Experience

  • Significant senior level experience leading a Finance function, with responsibility for operational finance delivery and strategic financial planning.
    • Experience of working in a similar environment (e.g. FE/education sector where applicable) (Desirable)
  • Experience working in a complex, regulated environment.
    • Ideally within FE, education, public sector or a comparable organisation.
  • Proven experience of producing statutory accounts, leading external audit processes and managing internal audit programmes.
  • Strong track record of financial reporting, budgeting, forecasting and business partnering at Executive level.
  • Experience of long term financial planning, scenario modelling.
    • Ideally experience of supporting capital or transformation projects. (Desirable)
  • Proven experience of leading and developing high performing, multi disciplinary finance teams in a complex organisation.
  • Demonstrable experience of procurement, contract management and achieving value for money.
    Experience overseeing payroll and pensions operations, including compliance with HMRC and pension scheme requirements.

Knowledge and Skills

  • In depth knowledge of UK accounting standards, charity accounting principles and relevant financial regulations.
